Pat Frank has had a paper published. It took him a while. He has documented his long journey towards publication at WUWT. There is a 60 Mb zip file with various iterations of the paper during its difficult 6-year gestation, reviews, responses to reviews and rejection, rejection, rejection*.
In it he claims to demonstrate that uncertainty in climate model projections is so large as to render them worthless.
